Gary
A. Clark
Continuity of Operations Planning for
Small to Midsize business.
As a former police office, and prior to that, a
Senor Petty
Officer aboard a surviving WW II submarine, that made the sub in "Das Boot"
look like a cruise ship, I have been through enough "disasters" to last
the average person a lifetime.
Working in the thick of things as either a person who
managed to keep his head above water, or as a point person, and "on call"
disaster management control law enforcement officer, I have been involved
in unplanned dives, live fire dummy torpedo strikes, onboard fires, departmental flooding,
civil riots, land floods, full city wide power outages, hurricanes, brush and building
fires and - the occasional long term business disruption.
After leaving active duty in 1970 for reserve duty, and
then the police force in 1976, I put my experiences to
the supreme test as a business and insurance consultant. Working for a major
insurance carrier, I handled the risk management and business insurance
needs for multiple business clients
Later – after I opened my own insurance
agency, with 4 sales people I trained, I
helped companies stay in business during the recession that hit our nation
in the late 80’s. Then it was a matter of analyzing and streamlining
operations, to a point where minimal costs were going out the door during
the time it took for the nation to recover.
By working hand in hand directly with my clients, and
applying complex logic plus a lot of luck, most of my clients were able to
stay in business during those pressing times.
When the changes in the insurance business only favored
the insurance companies, I dropped my insurance end of the business, and
went into business solely for the purpose of Small Business Development and
Continuity Consulting.
Obtaining my teaching credential in 1988,
I setup,
and developed the first Small Business Entrepreneurship classes for the
County of San Bernardino, Calif. Here in a classroom environment, new
entrepreneurs were taught - not only the fundamentals of being
self-employed, but also how to survive the business of self-employment,
including the what if's of vendor management, policies and process, and the flow of
data and materials.
Many COOP plans (Continuity Of Operations Planning)
were developed from these classes, and later, in 1992 when California was
struck by the Landers 7.3 earthquake, (of which I was 3 miles from the
epic center,) many of these small business plans kicked in, as entire
business operations in the city were disrupted.
The ensuing months after the Landers
quake were filled with
aftershock after aftershock. Taking its toll on the nerves of both
myself and my wife, the decision was made to move the entire operation to a
safer and more stable state. I moved my family and the business to
Colorado in 1993. From 1993 to 1998 I built a consulting practice,
building up a network of local business clients. I have been in
Colorado ever since.
In 1998, I was contracted by Intersolve Inc. to
handle the documentation, due diligence and process documentation for their
Y2K remediation group. Later I was outsourced by Intersolve, to the
Due Diligence Documentation group for MCI/WorldCom.
After WorldCom and the Y2K contracts were completed,
I worked independently with Omnipoint and MCI doing operational planning
and documentation for continuity in the event of disaster or sudden loss of
communications networks.
Currently I head up my Contingency
Planning Consulting firm. In addition I maintains a network of on call contingency
planners, disaster recovery, environmental health and forced threat
consultants throughout the United States.
